It is hard to get anything done in 4 years, if Obama is president for a second term then maybe he will be able to make some of these changes. Not sure if this will then in turn lower the cost of premiums, that will be up to the insurance companies. In addition, I imagine he might get away with mandating coverage for children. Other than that, in his first 4 years I don't see any other changes attainable.
